Situation
MPSSCA was managing the entire seed certi- fication process in manual way, which was equally tedious for all the stakeholders in the system. Entire process being manual, was time consuming and due to these delay, end beneficiaries (farmers) were not getting the benefits timely. Traceability of quality of seed was not possible due to distributed data.
Lack of surety of compliance of Seed certifi- cation process during field inspection. Due to distributed data, analysis based on avail- able data was not happening and a need based decision was always missing in the entire system.
Challenges
- Physical registration of Seed producers, Seed Growers and Seed Process- ing plant.
- Mode of payment of certification fees was physical deposited via Demand draft/Challan there is no mechanism of reconciliation of pay- ments.
- All the work flow were paper based and submission of these hard copies were in manual mode.
- Communication gap between seed producers & officers.
- Fake Field inspection data reporting.
- Lots of error in data reporting due to manually data collection and compi- lation.
Solution
CRISP had build and implemented an “Seed ERP Solution" to deliver following services in online mode. With time and necessity a Mobile app for better accessibility, faster ap- provals and quick communication between the stake holders was also developed which is in usage at present.
